Project Overview:
Precision Infrastructure Management (PIM) assisted Burgaw, North Carolina with the development of the town's ADA Transition Plan. The project included selecting an ADA Coordinator and ADA Administrator, carrying out public engagement, and developing an ADA grievance procedure and ADA policy statement. PIM also surveyed public rights-of-way, vertical facilities, and parks to identify non-compliant public access conditions. The right-of-way survey included a PROWAG-based assessment of 7.5 miles of Burgaw sidewalks, 180 curb ramps and walking trail crossings. The vertical facilities and park facilities were assessed for compliance using ADAAG checklists.
The town identified 9 separate categories of right-of-way deficiencies that PIM assessed with all deficient conditions logged by category in an ArcGIS database including photographs of each deficiency. PIM used ESRI software along with proprietary collection methods to spatially locate each deficiency and document assessment findings. The facilities and parks assessment results were categorized by priorities for approach/entrance, access to programs and services, and restroom facilities. A public engagement survey was conducted online and in-person to gather input to the ADA plan.
The final report developed by PIM included a comprehensive right-of-way condition study report, an overview of the town's ADA plan, and a five-year implementation plan to address all deficient conditions identified through the right-of-way, vertical facilities, and parks assessments.
